Shock at sex crimes in DR Congo -

A UN human rights expert has said she is shocked at the scale and brutality of sexual violence in eastern Democratic Republic of Congo.

Yakin Erturk said the situation in South Kivu province was the worst she had seen in four years as special UN investigator on violence against women.

She said women had been tortured, forced to eat human flesh and men had been forced to rape relatives.

She said rebels, soldiers and police were responsible.

Last year's UN-supervised elections were supposed to end years of conflict in DR Congo but violence continues, especially in the east.

Over the weekend, Humanitarian Affairs Minister Jean Claude Muyambu said that some six million people had fled their homes because of the fighting.

Rape as punishment

"The atrocities perpetrated by these armed groups are of an unimaginable brutality that goes far beyond rape," she said in a statement after visiting the region.

"Women are brutally gang raped, often in front of their families and communities."


Ms Erturk said some 4,500 cases of rape had been reported in South Kivu this year - with many more cases believed to have gone unreported.

"Most victims live in inaccessible areas [and] are afraid to report or did not survive the violence," she said.

She called on the international community to do more to protect Congolese women - there are some 16,000 UN peacekeepers in the country.

She also said no action had been taken against security forces who had raped civilians.

"There seems to be a pattern of using rape as a planned reprisal to punish communities suspected of supporting opposition groups," she told the BBC's Network Africa programme.

She also warned that sexual violence was becoming common outside areas of conflict.

"Violence against women seems to be perceived by large sectors of society to be normal."

Good points, lets see what transpires here.

As far as I can tell....

They are dumping out what is in the stock into a private company. We get that, but so what, we can't sell it.

But we still end up with this thing as a shell.

why would they do that? Only reason I can think of is that they have something lined up to move into the shell when it's all said and done.

Guess we'll know in a month or 2 if that's the case

BlueBear Networks International, Inc. (PINKSHEETS: BLBR) announced today that it will spin-off its wholly owned subsidiary, BlueBear, Inc. (a Wyoming corporation) with an effective record date of May 14, 2007 and will remain as a private company.

To be eligible and to receive spin-off shares, shareholders need to be bona fide shareholders in BLBR as of the record date of the dividends and be able to prove ownership of their BLBR shares if so requested by the Company prior to issuance of the spin-off shares. BlueBear, Inc. common stock received by registered BLBR shareholders as a result of the spin-off will be will be recorded in book-entry form by the company and the transfer agent exclusively. Holders will receive a letter of ownership from the Company indicating the number of shares credited to their account.

BlueBear Networks International, Inc. (PINKSHEETS: BLBR) announced today that its premiere product LACE (Law Enforcement Against Child Exploitation), which assists police in the fight against child exploitation, is undergoing trials with four police agencies. The Ontario Provincial Police (OPP) and York Regional Police (YRP) are currently conducting full LACE field trials while the US Department of Homeland Security (DHS) and the US Department of Defense (DOD) will start testing and evaluating LACE in early May.

LACE is a computer program that helps investigators automatically categorize the huge number of digital images (case media-evidence files) typically found on a suspect's computer, PDA, or cell phone. For example, a confiscated computer hard drive might hold over 200,000 digital images that are suspected to include images of child pornography and must be categorized by police in preparation for court proceeding. If categorized manually the task might take several months of grueling effort but when LACE is applied the task can be completed in a couple of days. LACE also significantly reduces investigator stress and burnout and provides the police agency with a huge return on investment. Further, the categorized results can be shared with every LACE user so that all parties benefit from the work done to categorize images. This sharing of results is unique and ensures that the larger community of police agencies benefit from the efforts of each member.

Online child abuse complaints up Computer Keyboard

More than 3,000 websites were reported to the IWF
Reports of websites that contain images of child abuse
have continued to climb in the last year,
a report has shown.

In 2006, the Internet Watch Foundation (IWF) investigated
more than 31,000 reports of sites that contained alleged
images, an increase of 34% since 2005.

More than 10,000 of the reported pages on more than 3,000 websites were found to contain illegal child abuse content.

The increase was in part due to greater awareness of the IWF and its reporting procedures, the organisation said.

As well as outlining the numbers of web pages and sites containing images, the IWF annual report also revealed the increasing severity of content held on the sites.

More than 3,000 web pages contained images depicting the most severe abuse, such as penetrative and sadistic sexual activity, the report said. Most children involved were under the age of 12.

"The images we are seeing are predominantly prepubescent, young children," said Peter Robbins, chief executive of the IWF.

"They have no choice. There is no consent - they are being raped."

Nearly 1,000 commercial child abuse websites were found to sell child rape images, predominantly of young girls.

Long-lived

The report also highlighted how paedophiles had become more tech-savvy in attempts to avoid detection.

Some commercial child abuse websites, run by organised criminal gangs, break up images on to several servers around the world. The fragments are only united when a paedophile downloads an image.


IWF REPORT: KEY FACTS
31,776 reports processed
10,656 pages contained child abuse content
3,077 websites contained all of the images
1,667 were commercial websites
10.5% of all pages were on photo sharing websites
91% of victims appear to be under 12 years old

Report illegal content

Other websites only appear on the web for a short period of time, or move servers regularly to countries with different legal jurisdictions.

This technique means that police forces never have enough time to gather the required evidence to take down a site. For example, one has been reported to the IWF 224 times since 2002.

The report also revealed how photo sharing websites are also being exploited to trade and view images.

More than 10% of the reported pages were of this type, it said.

"No one pretends that the companies involved with this know it's going on," said Mr Robbins.

"When we draw their attention to the folders, they are quick to remove them."

Worst offenders

The IWF also highlighted which countries appeared to be the worst offenders for hosting child abuse content.

Nearly 55% of all reported websites were hosted in the US whilst Russia contained just over 28%, the report said.

UK Sites reported to the IWF are shut down within 48 hours

Mr Robbins said that the US was the worst offender, principally because of access to technology and its geography.

"Given their size, it's inevitable that they come high on our radar," he said.

The UK has virtually stamped out hosting of illegal online child abuse content, the IWF said.

"The IWF has made dramatic and continued progress in tackling the availability of illegal images of child abuse," said Home Office Minister Vernon Coaker.

"[It] has made a significant and on-going contribution to the eradication of exploitation sites hosted in the UK, and the prevention of access to sites hosted abroad."

Any sites reported to the IWF that are hosted in the UK are removed within 48 hours by UK ISPs.

Anonymous tips

Many of the 31, 776 reports made to the IWF in 2006 came through its "hotline" website.

Most reports were of commercial websites, as people looking for pornography or clicking on links in spam emails were more likely to stumble across these, said Mr Robbins.

He urged anybody that came across potentially illegal content to report it immediately and offered reassurance that users could report any content anonymously.

The IWF is funded by the EU and UK internet industry, including ISPs, mobile operators, internet search providers and telecommunications and software companies.

Warning over children who abuse -

Children at risk of sex offending need more help in a bid to reverse the rising number of sex crimes committed by youngsters, experts say.

Charities say the internet is a growing factor, with children as young as five treated for inappropriate behaviour.

The Youth Justice Board said 1,664 children were given police warnings or court orders for sex offences in 2002-3 - by 2005-6 this had risen to 1,988.

NHS chiefs said services were improving but admitted care was too inconsistent.

The voluntary sector treats most of the children demonstrating what is termed 'sexually harmful behaviour', taking referrals form police, social services and the NHS.

This includes children who have committed sex offences, such as indecent exposure or sex assaults, or, for young children, those who are engaging in acts deemed inappropriate for their age.

The biggest single provider of services is the NSPCC, which runs 22 services in England, Wales and Northern Ireland.

The charity treated over 750 youngsters last year - the overwhelming majority boys - with an average age of 13, although children as young as five were seen by NSPCC specialists in talking therapies.

Numbers have been gradually increasing in recent years, partly due to more awareness over the issue, the charity says.

But officials say they are particularly worried about the role the internet is playing.

Kevin Gibbs, co-chairman of the NSPCC's sexually harmful behaviour group, said: "These children have usually experienced some sort of trauma - sex abuse or violence - which seems to be behind this.

"But what all our services are reporting is that the children they are seeing report having seen abusive sexual images on the internet.

"Five years ago this was just not available to them. It is not so much a trigger, but the problem is that is desensitises them and enables them to tell themselves what they are thinking is okay.

"This is affecting all sectors of society. The children we are seeing come from all kinds of background."

He added better co-ordination was needed between government departments, police and councils to make sure the early warning signs are acted up on.

His comments come after the number of children being warned by the police or ending up with court orders for sex offences increased.

In 2002-3, there were 1,664 cases. But by 2005-6 this had risen to 1,988, according to the Youth Justice Board. One in 10 of the offences were committed by children aged 12 or under.

Inconsistency

While most children will be treated by the voluntary sector, the NHS - in partnership with local government - does offer some support through Child and Adolescent Mental Health Services (Camhs), which are situated in a variety of places, including schools, GP surgeries and hospitals.

But Pam Hibbert, principal policy officer at Barnardo's, which runs 11 services across the country, said: "Their waiting lists are very high, and they just don't have the capacity or speciality to deal with these children.

"We need councils to take charge."

Jo Webber, of the NHS Confederation, said: "The service is improving, but there is still too much inconsistency.

"There is some great voluntary sector provision and we need to work in partnership with these bodies to make sure children get the right help."

Tink Palmer, who used to run a service for children who display sexually harmful behaviour and who is now a board member of the Internet Watch Foundation, agreed more co-ordination of services was needed.

But she added: "One of the biggest problems today is with the internet. Some of the most graphic, horrible images are just a few clicks away.

"It is important parents make sure they know what children are doing on computers."
