The Republic of Kazakhstan has attracted significant foreign investment and interest of late as a result of its substantial hydrocarbon potential. With 7-9 billion barrels of recoverable oil being attributed to the Kashagan discovery alone it is easy to understand the excitement. However, Kazakhstan’s north east Caspian waters are extremely shallow and place a significant premium on the need for a shallow draft fleet and the experience to manage and operate one.

With a fleet of 15 shallow draft vessels ranging from accommodation and work barges capable of entering waters as shallow as 1.7 meters to marine seismic source vessels capable of working in waters 2 meters deep, Caspian Services Inc. is at the forefront of the industry in the Republic of Kazakhstan. Global oil supply and consumption concerns have again placed a high premium on seismic services and their role in securing new reserves through new discoveries. Caspian Services Inc., as part of its portfolio of services, is at the forefront of this industry in the Republic of Kazakhstan through its two subsidiary seismic companies, Tat-Arka LLP and JSC Kazmorgeophysica.

Tat-Arka LLP, a wholly owned subsidiary of Caspian Services Inc., enjoys a strong reputation in Kazakhstan for providing quality seismic acquisition services for both international and local oil and gas exploration companies. Tat-Arka LLP specializes in onshore seismic surveys and to date has focused its work on the oil rich western regions of Kazakhstan.

In 2006, Tat Arka LLP expanded its capabilities in the country through the addition of a second fully independent crew. Tat-Arka has also invested heavily in the professional qualifications of its staff as well as in its technical equipment. The company employs the most experienced specialists in the geological-geophysical sector of Kazakhstan’s Oil industry. Specialists have at least 5 years experience working at Kazakhstan oil and gas fields and most specialists have successfully completed training courses with foreign companies. Tat-Arka operates its own technical equipment (Input/Output Vibrators, Sercel 408 systems, etc.). This quality service ability sets Tat-Arka apart from its competition and has positioned the company as the seismic company of choice for both international and domestic clients.

Marine seismic acquisition is one of the most challenging aspects of the international oil and gas industry. Kazakhstan’s sector of the Caspian Sea has been a focus of the industry since the discovery of the super giant Kashagan deposit (est.7-9 billion barrels recoverable) in the north east section of the Caspian. Since Kashagan’s discovery, Kazakhstan’s Caspian waters have been a major focal point for major oil and gas exploration companies from around the world. Kazmorgeophysica, a 51% owned subsidiary of Caspian Services Inc., is a key player in this exciting new region.

JSC Kazmorgeophysica specializes in transition zone, shallow water and offshore seismic acquisition for international oil and gas exploration companies. The company uses modern equipment and technologies for field operations and processing. Marine operations in the Kazakh sector of the Caspian Sea are provided by Sercel 428 and Fairfield. Marine vessels for data acquisition are provided by Caspian Services Group Ltd, a Caspian Services Inc. company, which specializes in shallow water and transition zone.

Veritas Caspian LLP

Veritas Caspian LLP, a 50/50 joint venture between JSC Kazmorgeophysica and CGG Veritas, is an exciting step forward for both Caspian Services Inc. and the Republic of Kazakhstan.

Officially named the 'State Geophysical Survey of the Republic of Kazakhstan', the project is intended to create a data library which has proven to be a powerful tool in helping government bodies to attract investment into their respective oil and gas sectors. It is highly cost effective and, when coupled with a well organized and robust licensing regime, is enormously attractive to the international oil and gas industry. Veritas Caspian LLP continued its work program in 2001 with 2D seismic acquisition being conducted over more of the Kazakh sector of north east Caspian Sea. Veritas Caspian LLP expects to acquire roughly 3,000 km of 2D seismic data over the most northern part of the Kazakh sector of the Caspian in 2007.


 
 
 

Infrastructure Development

The Port of Bautino has grown significantly in importance over the last few years as a result of the offshore oil finds in the Kazakh sector of the north Caspian Sea. The port is of strategic importance given its proximity to the current offshore development and the fact that it is the most northern naturally ice free port on the Kazakh coast line in the winter. By virtue of this double geographical blessing, the Port of Bautino has become the staging point for the oil industry in the busy summer work months as well as a safe harbor for vessels in the winter months when ice covers the north east Caspian.

Caspian Services Inc., through its 56% ownership of CJSC Bauta, operates a desalination plant and water bottling operation in the Port of Bautino. The plant provides drinking water supplies for crews operating the vessels supporting the offshore infrastructure construction, oil and service companies working in the area as well as the Chagala Hotel in Bautino Bay. CJSC Bauta also supplies drinking water in bulk to the local community at cost as part of its own efforts to support and assist the local community.



 


 
Marine base development
 


 


 


 

In 2005, through its subsidiary Balykshi LLP, Caspian Services Inc. acquired a five hectare (approximately 12 acre) parcel of undeveloped real property located in the port of Bautino, on the Caspian Sea. The property is a safe harbor for vessels in the winter months, when ice covers the north-east Caspian, and is an ideal location for a marine base. This base will offer support services to the vessels currently working the waters of the Kazakh sector of the Caspian Sea. The company completed feasibility studies, environmental and social impact surveys and facility designs for the base. These studies and surveys were all reviewed and approved by the relevant Kazakh authorities. In November 2007, the company received construction approvals for the first phase of works, including earth works, break water and dredging.

The cost to build the marine base will be approximately $80 million. These costs will be funded through a combination of debt financing in the amount of $32 million and cash equity financing in the amount of $39.8 million, of which $10.1 has already been contributed by the company for the initial feasibility studies, preliminary construction costs and materials. The European Bank for Reconstruction and Development (EBRD) has provided a loan of $32 million and has also agreed to make an equity investment of $10 million, in exchange for a 22% equity interest in Balykshi LLP. In July 2007 the company raised net proceeds of approximately $24 million. These funds will primarily be used to meet the contributed capital requirement.

Construction commenced in late November 2007. The company expects the initial phase of the marine base facilities, including dredging, breakwater, wharf front and general site area to be completed and operational by December 2008, with final completion of the base occurring by November 2009.
