If you provided IT support or conspired with the main target in some way come forward and we will work out a deal to allow you to be released from any judgement against you in exchange for your cooperation.

I don't think any regulator can actually compel them to put out a PR about it, but probably the suggestion is fairly forceful.

And then if it turns out later that they were actually involved in the promo, they're on record as having lied.

Hey, I was doing a drive by and noticed todays PR. This is the 3rd company in the last month with this stupid fill in the blank script. Are companies now obligated to PR that they are not playing/pumping the pps now? Wow, that would be nice if they all did. It's almost as if they feel guilty cause the pps is up. Weird.
