BERLIN (AP) — The former oil baron Mikhail Khodorkovsky was reunited with his family in Berlin on Saturday, a day after being released from a decade-long imprisonment in Russia.

Khodorkovsky, a prominent critic of Russian President Vladimir Putin, was meeting with his eldest son Pavel and his parents, Marina and Boris, who had flown separately to the German capital to meet him, said Christian Hanne, Khodorkovsky's spokesman.

"Today is family day," Hanne told The Associated Press.

Khodorkovsky also spoke to the editor of the Russian weekly New Times in what is believed to be his first interview since his release. In its video recording released by the magazine, Khodorkovsky, wearing a black pullover, looked tired but composed as he recalled tough prison conditions. He said the only break from a tough prison regime came when his wife and other family members were allowed to see him for a few days.

"During these years I had an opportunity — three days per quarter during four years out of 10 — to spend the nights in a visiting room, when I had visitors," he said.

His son, Pavel Khodorkovsky also spoke briefly to reporters waiting outside Berlin's luxury Adlon Hotel.

"I'm thrilled to be here in Berlin today because my father is free," he said. "My family is finally united and we are very, very happy to be together."

"As you can imagine my father is going through a lot right now and he cannot possibly be with all of you today," the son said, adding that a news conference was planned for Sunday. "But he really appreciates all the support that he has received through these years."

Khodorkovsky was released from prison Friday, hours after being pardoned by Putin, and immediately flown to Berlin on a private jet organized by former German Foreign Minister Hans-Dietrich Genscher. The 86-year-old veteran diplomat had spent years working behind the scenes to lobby Putin for Khodorkovsky's release.

Putin's spokesman, Dmitry Peskov, told reporters Friday that he didn't know why Khodorkovsky chose to fly to Germany.

"That was his own decision. No one has dictated him anything," said Peskov, adding that Khodorkovsky was free to return to Russia whenever he wanted.

"He is the citizen of the Russian federation, no one can prevent a citizen of the Russian federation from returning to Russia," Peskov said.

Peskov said that Khodorkovsky had submitted a formal appeal for pardon and a longer personal letter to Putin. He wouldn't comment on what the longer letter contained.

One reason why Khodorkovsky's chose to make his first destination Berlin could be that his mother has received medical treatment there in the past.

The news conference Sunday, at which the 50-year-old is expected to speak about his future plans, is scheduled to be held at Checkpoint Charlie — a crossing point between East Berlin and West Berlin during the Cold War that has now become a popular tourist destination.

Once Russia's richest man, the billionaire boss of the country's largest oil company, Yukos, was arrested in 2003 and charged with tax evasion. His current net worth is unknown.

MOSCOW — President Vladimir V. Putin said on Thursday that Russia’s most famous prisoner, Mikhail B. Khodorkovsky, the former chief executive of Yukos Oil, could soon be freed. Mr. Khodorkovsky’s arrest 10 years ago punctuated an authoritarian turn in Russia’s recent history.

Mr. Putin told reporters in Moscow that Mr. Khodorkovsky had appealed for clemency on humanitarian grounds, citing his mother’s declining health, and that he would soon make a decision to grant him a pardon.

“He has already spent more than 10 years in confinement — this is a serious punishment,” Mr. Putin said of Mr. Khodorkovsky, who before his imprisonment had backed an opposition political movement.

Mr. Putin’s remarks, made after a marathon news conference in which he did not address the issue, were unexpected. Earlier this week there were reports that Mr. Khodorkovsky and his partner, Platon Lebedev, would be tried for a third time before their current sentences end in 2014.

Even Mr. Khodorkovsky’s lawyers were taken by surprise. His representatives in Moscow posted a statement online saying that any discussion of his making an appeal for clemency was “not legitimate” until his lawyers had a chance to meet with him.

Mr. Putin, who commands singular political authority here, said he would consider the “humanitarian character” of Mr. Khodorkovsy’s appeal for clemency. “His mother is ill, and I think that a decision can be taken, and in the near future a decree on his clemency will be signed,” he said.

Another of Russia’s most famous wealthy businessmen, Mikhail Prokhorov, who ran against Mr. Putin for president in 2012, issued a statement praising the clemency decision.

“In the presidential campaign, I emphasized that, as president, my first decision would be to have mercy on Michael,” Mr. Prokhorov said in a statement. “Something has happened that should have happened several years ago. I’m happy for Michael and his family. “

Russian President Vladimir Putin has signed into law
a measure that bans top officials and their families from holding
foreign accounts, an act aimed at improving the government’s image.

Putin on Tuesday signed the bill that includes a ban on owning
foreign bank accounts or other financial instruments such as stocks
and bonds by ministers, law enforcement officials, judges, central
bankers, soldiers as well as their spouses and children.

The signed law is the modified version of the original, based on
which senior figures were also forbidden from owning a property in
a foreign country.

Putin eliminated the clause and the revised bill was approved by
both houses of parliament on April 27.

Critics and the members of the opposition accuse Putin and other
officials of owning vast estates worldwide, saying that they have
changed the bill to protect their own assets.

The government’s image has been tarnished recently by a tax scandal and economic downturn.

In April, First Deputy Prime Minister Igor Shuvalov and his wife
Olga came under fire after international media leaked documents of
top officials around the world with offshore accounts and trusts in
the British Virgin Islands tax haven.

Putin's powerful chief of staff, Sergei Ivanov, said,
"There are no -- and can be no -- untouchables
in the fight against corruption."

Some research institutes estimate corruption amounts in Russia to
be a third of the country’s gross domestic product, while others
suggest it to be close to 10 percent.

This comes as the Russian government recently reduced the country's
2013 growth forecasts to 2.4 percent from its originally predicted
3.6, amid stagnating exports and faltering investment.

In its brief filed last month, the Justice Department argued that all 52 photographs or videos taken of bin Laden "could be expected to cause exceptionally grave damage to national security." The DOJ didn't differentiate between the gory photos taken immediately after he was shot and the less graphic photos of the burial. It gave a blanket argument that all materials must be withheld because they contain images of U.S. Navy SEAL members, advanced military equipment, secret intelligence methods and could incite violence in the Muslim world.

Last night, Judicial Watch took issue with those arguments as applied to the burial photos:
Conspicuously absent from Defendants’ argument is any proof of how, for example, images of bin Laden’s body as it was being prepared for burial at sea or images of the actual burial at sea itself would reveal information about the identities of the members of the U.S. Navy SEAL team that carried out the raid or the tools and equipment used by the SEAL team during the raid. Similarly, Defendants make no effort to describe how images of bin Laden’s body taken as it was being transported to the location of its burial at sea would reveal site exploitation tactics, techniques, or procedures employed at bin Laden’s compound in Abottabad, Pakistan. Obviously, images taken on board the USS Carl Vinson of the burial at sea are not going to reveal site exploitation tactics, techniques, or procedures used in the Abottabad compound or even facial recognition techniques or capabilities. Defendants have completely failed to correlate particular records to specific legal theories and therefore have failed to satisfy their burden as a matter of law.
Another point Judicial Watch raised is why the top-secret aspects of the images couldn't be blurred out or digitally-scrambled. As for the DOJ's claim that any images could be used to "generate fodder for extremist commentary that could ... trigger violence, attacks, or acts of revenge," the watchdog group cites precedent, noting "No court appears to have ever held that ... a government agency [can] withhold requested records simply because their release might be used for propaganda purposes or 'inflame tensions' overseas."

Though he is not mentioned in the filing, Judicial Watch is actually making the same case Republican Senator James Inhofe made last year after seeing the bin Laden photos at CIA headquarters. "It's much more reasonable to show the public" the burial photos, he told The Atlantic Wire. As to where the case moves next, Judicial Watch president Tom Fitton says they have asked for a hearing and it will be up to the court, led by U.S. District Judge James Boasberg, to decide on the timing.
