In 1987 the Company listed on the second board of The Australian Stock Exchange and the main board in 1991. New Tel listed on The Nasdaq Stock Market in the USA in 1996.

Mr Peter Malone is the founding Director of the Company and Chairman of wholly owned subsidiary Transcom Communications Systems Ltd. Age 43.
Since founding the Company over a decade ago, Mr Malone has overseen the research and development of a number of new technologies from conception to prototype through to full commercialisation. During this period New Tel's technologies have received numerous industry awards for excellence and secured international patents.

New Tel begins a new frontier in China
New Tel Limited has entered into Agreements with Xinhua Holdings Limited (Xinhua) to establish China's foremost Internet Service Provider (ISP) and Chinese/English language portal.

Under the Agreements, Xinhua will proceed to form a new company being the owner of a number of Internet and related company interests in China ("Newco"). Newco will be acquired by New Tel by way of the issue to Xinhua of 200 million New Tel shares.

ISP Business
New Tel and Xinhua intend to work in partnership with a number of government owned enterprises in China to accelerate the uptake of Internet access in China. The ISP business will leverage from existing ISPs, with strategic alliances with infrastructure providers giving the opportunity to reach a large portion of the Internet access market.

Portal Business
The portal business will be closely linked to the ISP business. New Tel plans to provide access to a broad range of Chinese content through its partnership with Xinhua and a number of China's most heavily visited websites that focus on information collection and dissemination across a range of industries.

TELEPHONY: Launch of Services
New Tel's telephony services were launched on 1 July 1999 and 20,000 customers have been signed up to the New Tel service.

New Tel aims to be the best low cost - high quality provider of calls to China, so when people think of calling China they immediately think of New Tel. The Company also provides a range of customer focused products including national and international telephony and data, and mobile services.

Niche Market with Global Growth Potential
New Tel is primarily focused on delivering calls from Australia to China with its links with Xinhua providing a highly competitive tariff between Australia and China. Around 350,000 Chinese migrants live in Australia and their calls to China, and those of other Chinese speaking residents, are estimated at $100 million per annum. New Tel is well positioned to access this market due to the ability to provide cost savings to customers as a result of the preferential interconnect rate into China and the access to wholesale rates of other Australian carriers for national and other international services.

Recent ACCC rulings have forced Telstra to unbundle its interconnect pricing structure to all full licensed carriers and to offer interconnection at wholesale rates. This means that New Tel has the opportunity to pick and choose the cheapest cost mix of interconnect for its services, passing on the cost savings to its customers. Solid buying capacity also gives New Tel the ability to offer savings to all international destinations.

Wholesale traffic is a key growth area for the Company. Competitive rates will also be offered to Australia's international carriers re-routing calls to the Asia Pacific via New Tel Networks. Carriers of the world can access competitive rates into China through New Tel rather than going directly to China using existing infrastructure. This is an enormous opportunity for New Tel as it provides access not only to the Chinese community in Australia, but also around the globe.

Sales Operation
The key to the success of the sales operation to date lies in its total focus on excellent customer service. As part of the customer focus on China, New Tel has Mandarin and Cantonese speaking call centre staff, and rate cards, application forms and bills are provided in these languages as well as English. This service is also available for other key markets, and New Tel will expand its multilingual services further as the Company moves into other ethnic markets over the coming twelve months.

The backbone behind any telecommunications sales operation is a flexible, comprehensive billing system. New Tel uses an Australian developed relational database, scalable billing system. Our ability to customise accounts and provide billing management reports means New Tel provides an end to end business solution for corporate clients, and a simple and easy to follow account for retail customers.

In addition to the main sales office in Sydney, New Tel has a nationwide channel of Agents that form part of the Company's indirect sales channel. Each Agent operates an independent sales team or network under the supervision of New Tel. They work with New Tel on a variety of marketing activities including direct mail, telemarketing, advertising, festival sponsorships and associations with clubs and organisations.

Carrier Networks
In early 1999, the Company commenced its rollout programme for the design and construction of an international telecommunications gateway network comprising switch and satellite earth station facilities.

A specialist telecommunications project design team was appointed comprising consultants Amos, Aked & Swift as Project Managers and Gibson Quai & Associates as strategic switching consultants. This project team undertook the design of the telecommunications networks required to link between the Australian and Chinese Public Switched Telephone Networks (PSTN). Activities also included the preparation of detailed equipment specifications and the award of equipment supply contracts for the installation of telecommunications infrastructure.

In August 1999 the Company appointed Siemens Australia as the preferred supplier of switching technology. Siemens is one of the largest suppliers of telecommunications infrastructure in the world. Siemens has been contracted to supply, install and commission the initial Point of Presence (POP) switch in Sydney Australia using Siemens state of the art EWSD switching technology.

The international telecommunications gateway service to China commenced carriage of test traffic in September 1999 and plans to carry commercial international telephony and data traffic in early 2000.

Since 1 July 1999 the Company has delivered all of its international traffic via an established Tier 1 Australian telecommunications carrier using a formally negotiated Australian "Carrier to Carrier" Interconnect Agreement. The New Tel Sydney POP will be interconnected with a number of Australian carriers to provide carrier to carrier wholesale services and Òleast cost traffic routing" capability.

The Sydney POP connects to the international satellite earth station facility in Perth Australia via leased terrestrial fibre optic circuits. The Perth satellite earth station facility meets international INTELSAT standards and comprises a high performance 7m earth station antenna sophisticated digital satellite modem and RF equipment.

New Tel has appointed Hutchison Corporate Access (HCA) Hong Kong to manage its space segment and international termination requirements with China. The space segment is initially being carried via Apstar 2R which is owned by the APT consortium

MOBILE DATA SERVICES
MD3000 Mobile Data Communications System
The flagship of the communications product range is the MD3000 Mobile Data Terminal which enables the provision of data communications service to mobile vehicles. New Tel is marketing the MD3000 to Australian clients through wholly owned subsidiary Transcom Communications Systems Ltd.
New Tel is currently implementing national and international agency arrangements to provide marketing, installation and after-market service for the mobile data system.

The Company has entered into teaming arrangements to facilitate a wider sales penetration and localised support and a greatly increased business solution for the target market. A number of approved agencies have been selected in Australia and Malaysia to provide cost effective marketing, installation and after sales infrastructure.

Recent enhancements have been made to the MD3000 mobile data terminal. The unit is now able to run on GSM networks, providing greater flexibility and range over traditional private two way radio infrastructure. New Tel now offers a complete solution for clients with the MD3000 including GSM and GPS as an optional feature.

UCELNET Underground Micro Cellular Communications Network
During the year, New Tel continued with the Federal Government funded research project involving the development of a microcellular communications system UCELNET. The UCELNET technology has been developed in response to mining industry demand to provide more effective, efficient and reliable voice and data communications in difficult underground and hazardous environments.

New Tel is currently considering commercialisation of the product through a joint venture with industry partners and market leaders.
