Drillers await sweepstakes winner at D/FW By DAVID WETHE

A winner will be chosen Thursday in Dallas/Fort Worth Airport’s potentially very lucrative natural-gas sweepstakes.

D/FW Airport staff members plan to recommend to board members at Thursday’s monthly meeting which company should drill for gas on the airport’s 18,000 acres.

While the board is expected to vote on the winning bid the same day, the decision will still be subject to approval at a later date by the city councils of the airport’s two owner cities, Fort Worth and Dallas.

The lease has the potential to bring in millions of dollars for the airport, which is always hunting for new ways to increase its non-airline revenue and drive down the rent that commercial airlines pay. The cheaper the rent, the easier it is for airlines to charge lower airfares at D/FW Airport.

More than 60 companies have applied for the right to drill at one of the largest airports in the world.

D/FW Airport, which sits on the far eastern edge of the rich Barnett Shale natural-gas field, is unusual because it offers the potential for one drilling company to lock up a huge chunk of land for drilling.

Because most of the Barnett Shale drilling has occurred west of the airport in 14 counties, including Tarrant, how much gas may lie beneath the airport remains unknown.

D/FW Airport’s selection process has taken several twists and turns over the past six months.

The list of competing companies was whittled down to 12 finalists in March. They included some of the world’s largest energy companies and some of the most prolific producers in the Barnett Shale.

But then in early May, the airport board changed its bidding procedures after the Dallas city attorney’s office raised a concern.

Airport staff members had encouraged the various drilling companies to partner with other companies that are classified as historically disadvantaged or are owned by a minority or a woman. Airport executives set a goal of a 20 percent partnership by one of those disadvantaged or minority- or woman-owned firms.

They also encouraged the drilling companies to partner with locally based companies, known as a local business enterprise, or LBE. The drilling companies would be selected partly based on how much LBE participation they had.

After the Dallas city attorney’s objection to the LBE requirement, D/FW Airport decided to scrap that requirement and re-open the bidding process to everyone, not restricting the bid to the final 12 companies.
