Hector Alemán Will Head Canal Expansion Effort

Employees of the Ministry of Government and Justice still don't know if they will soon have a new boss. Rumor has it that the Minister of Government and Justice Héctor Aleman has resigned. Speculation increased at noon yesterday when reporters saw Aleman entering a restaurant in front of the old Union Club to have lunch with a "who's who" list of influential figures in the Democratic Revolutionary Party (PRD.) Among the people at the meeting were Minister of Housing and First General Undersecretary of the PRD Balbina Herrera, the Mayor of Panama City and the Vice President of the PRD Juan Carlos Navarro, and National Assemblyman Pedro Miguel González. Hector Aleman is the Second Undersecretary of the PRD. Government sources said Aleman is preparing to leave his position at the request of President Martin Torrijos. But yesterday Torrijos was on a tour in Chiriquí where he said "when there are changes in the Cabinet, I'll let you know."

(Editor's Comment: My sources have heard the same rumors, that Aleman is basically being "bumped up" to head the effort to expand the Panama Canal. Dkw.)

In Panama, sources inside the PRD confirmed the purpose of the lunch yesterday was to hold a "going away party" for Aleman, and to wish him luck in the future.

Balbina Herrera denied that his was the purpose of the meeting.

If Aleman leaves his cabinet post, he could integrate into a governmental team equipment that is being formed at the moment to support the expansion of the Panama Canal.

Aleman could also return to the National Assembly, since he was elected as an Assemblyman in 2004. His second Marina de Laguna has occupied that position until now.

On Tuesday evening Aleman met with this closest advisers, such as the Vice Minister of Government and Justice Olga Gólcher, Secretary General of the Ministry of Government and Justice Danilo Toro.

In that meeting Aleman would have informed his co-workers of his resignation.

A source on Aleman's team described the situation yesterday as "what I can say is that today (Wednesday) Aleman is still the Minister."

Another current member of Torrijos' cabinet that could resign to form part of the Canal Amplification Team (CAT) is Minister of Economy and Finance and President of the Panama Canal Authority (ACP) Ricaurte Vásquez. Vásquez would not return telephone calls from La Prensa yesterday.

Ayer los funcionarios del Ministerio de Gobierno y Justicia no sabían si tendrían un nuevo jefe. Se mencionaba que el ministro, Héctor Alemán, había renunciado.

La incertidumbre se incrementó al mediodía de ayer, cuando los lentes de reporteros gráficos captaron a Alemán entrando a un restaurante frente al antiguo Club Unión -muy cerca de la sede del ministerio-, donde almorzó con influyentes figuras del oficialista Partido Revolucionario Democrático (PRD).

Entre los comensales estaba Balbina Herrera, ministra de Vivienda y primera subsecretaria general del PRD -Alemán, a propósito, es el segundo subsecretario-. A la cita también acudieron el vicepresidente de ese colectivo y actual alcalde capitalino, Juan Carlos Navarro, y el diputado Pedro Miguel González.

Fuentes gubernamentales informaron de que Alemán se prepara para abandonar el cargo, a solicitud del propio presidente Martín Torrijos.

Pero en Chiriquí, donde ayer realizó una gira, Torrijos dijo que "cuando haya cambios [de Gabinete], yo les aviso".

En Panamá, fuentes a lo interno del PRD coincidieron en que el almuerzo de ayer era para despedir a Alemán y desearle suerte en sus nuevas tareas. Balbina Herrera negó que ese fuera el propósito de la cita.

Si Alemán se retira del ministerio, podría integrar el equipo gubernamental que se conforma actualmente, para promover la ampliación del Canal.

Otra opción es que Alemán regrese a la Asamblea, ya que en 2004 fue electo diputado. Su curul ahora la ocupa su suplente, Marina de Laguna.

La noche del martes, Alemán se reunió con cercanos colaboradores, como Olga Gólcher y Danilo Toro, viceministra y secretario general del Ministerio de Gobierno y Justicia. En ese encuentro, Alemán habría informado sobre su renuncia.

Una fuente del equipo de Alemán describió ayer la situación así: "Lo que te puedo decir es que hoy [miércoles], Alemán aún es ministro".

Otro que podría renunciar para hacer campaña a favor de la ampliación, es el ministro de Economía y presidente de la Autoridad del Canal, Ricaurte Vásquez, que no atendió las llamadas de este periódico.
