Canadian Government requirements for URANIUM MINING.

It has been admitted by the IHUB locusts that GLXI's incorporation in the US (New York, Nevada, who cares).

It appears on IHUB that HRRN and QTTM are also incorporated in the US (Nevada).

GLXI, QTTM and HRRN have all been promoting URANIUM (HRRN promoted Gold, but also declared having uranium claims).

Uranium is a strategic metal and has been since the Cold War. It
shouldn't be a surprise to anyone that the Canadian government would monitor and control a strategic metal like Uranium so it would not fall into the hands of terrorists or nations with nuclear weapons ambitions like Iran.

"In Canada, uranium is highly regulated as compared with other minerals.Regulation of uranium exploration and mining occurs at both the federal and provincial levels. This division of powers will be explained further,as will the relationship between industry and these two levels ofgovernment with respect to regulation and reporting requirements, and surface and mineral leases"

In Canada, the law REQUIRES uranium producing properties MUST BE OWNED BY A COMPANY INCORPORATED IN CANADA

"(b) Mine Ownership Restriction

The NSCA and regulations require that uranium producing properties or plants be owned legally and beneficially by a company incorporated in Canada.

The most recent expression of Canadian government policy on non-resident ownership of uranium mining properties is contained in a letter dated December 23, 1987 from the Minister of State (Forestry and Mines) to the Canadian uranium industry.21 The basic limit for non-resident ownership of uranium properties at the stage of first production is 49%.

Resident ownership levels of less than 51% will be permitted if the property is fact Canadian-controlled. Exceptions to the policy may be granted subject to Cabinet approval and will be provided only in cases where it is demonstrated that Canadian partners cannot be found."

These claims are located near Mont Laurier at map grid 31 J14 and far murkier in ownership, there are NO registrations for Detinger or Umining,there are registrations after 01 Jan 07 for these individuals and a Company.

The law requires companies that are reporting issuers in a provincial jurisdiction or which are listed on the TSX or the TSX-V, to file a disclosure document (National Instrument 43-101). This is a National requirement which establishes standards for all oral statements and written disclosure of scientific and technical information regarding
mineral projects, including disclosure in news releases, prospectuses and annual reports, and requires that the disclosure be based on a Technical Report or other information prepared by or under the supervision of a qualified person.

Very little of this information appears on any of the GLXI, QTTM, HRRN websites.

The law requires environmental impact studies to be conducted.

No such study or proposal appears on any of the GLXI, QTTM, HRRN websites.

In contrast to the United States where locating and recording give the right to extract and sell minerals, Canadian legislation generally gives the holder of a located and RECORDED CLAIM ONLY THE RIGHT TO EXPLORE FOR AND DEVELOP the mineral potential.


ADDITIONAL INFORMATION

"Land tenure and the distribution of mineral rights in Canada differ from those in other countries due to the retention of freehold land and mineral interests by the Crown, and an overlap in jurisdiction between the federal and provincial levels of government. The result is a system of tenure
whereby mining leases tend to be between the prospector or developer, and the Crown.

Uranium differs from other commodities, as its production raises unique security and environmental concerns, and, as a result, the Federal Government plays a larger role in the regulation of uranium production,storage, transport, export and environmental remediation. The Federal Government is also responsible for relations with Canada's Aboriginal
peoples, which affect mining claims in areas where there are existing or potential Aboriginal interests.

The Canadian Nuclear Safety Commission is the federal body that oversees licensing and permitting for uranium production in Canada. The Commission operates under the authority of the Nuclear Safety and Control Act and related regulations, which set out the regulatory framework for the uranium industry. Licensing and permitting processes are stringent, and
residency requirements are imposed on holders of uranium mining properties in Canada.

Under the Canadian Constitution, Provincial Governments hold the
underlying title to natural resources within their territory, and are responsible for regulating land tenure and mineral production. The most significant province with respect to uranium leases is Saskatchewan, in which Canada's only operating uranium mines are located. However, high
uranium prices and renewed exploration efforts have recently generated significant interest in uranium deposits in the Northwest Territories and Nunavut.

The life cycle of a uranium mine involves varying levels of land tenure. At the exploration stage, mining claims provide surface access, the right to conduct subsurface exploration, and the right to obtain higher forms of tenure upon a mineral discovery, but not the right to construct a producing mine. Production requires a mineral lease from the Crown.

Mining claims and leases are conditional on meeting minimum amounts of exploration expenditure. At the financing stage, there are also reporting requirements imposed that are specific to mining companies."

CONCLUSION

GLXI, QTTM, HRRN all state they are owners of URANIUM mining claims, however NONE of these companies are INCORPORATED IN CANADA.

Therefore, GLXI, QTTM, HRRN cannot properly suggest they can legitimately exploit the mining claims they say they control.

They can't sell what they don't own.

GLXI, QTTM, HRRN are not properly set up to fulfil the legislative requirements set forward by the Government of Canada.
