Processor options for Optiplex:

Processor options for Precision Workstation:
(popup brings up wrong data, Prescision 360 Workstation has Prescott only at 2.8 and 3.0 as a choice)

So, Dell is only offering 2.8 and 3.0 Prescott in one low-end workstation. Not in Dimension desktops, nor Optiplex systems.
