As if the shorting problems weren't enough trouble for developing companies to deal with...when they get serious about fixing a short problem/getting them to cover...they end up wasting/spending more time and money...which would be much better spent developing their respective companies.

The system is broken and very corrupt. Fix it completely or throw the whole damn thing away and start anew.
